I have throttle limiters for sale.  They make great Christmas gifts.  They are inexpensive and easy to install. 

                                                      You tape it to the backside of a throttle peddle.

                                                           They come  in two colors, white or brown. 

 

                                                                   Below is one in the brown color.

                                         You know when the throttle limit was exceeded.   It will look like this.
