1998 Dodge ram 3500 turbo diesel 24 valve

Has problems when it's heated up or sometimes out of no where throttle body sensor goes to zero voltage  randomly but then picks back up after hitting the gas a couple times also shuts off driving down the road when it's warmed up but starts  back up right away lift pump is new so are the lines and the tps sensor is new also.I checked the fuel pressure and it's stays the same when driving. The rpms start jumping from 0 back to how much rpms you have back down to 0  then the truck dies but starts back up  but then starts happening again

First off welcome to the forum. Second, is your truck bone stock? Third, any trouble codes? If you dont have an obdIi scanner most auto parts places have them to loan. The codes are going to help point us in the right direction.

APPS sensor could be wore out. Typically there is a P0121, P0122 or P0123 codes present. Anytime the TPS signal drop to zero the code will be thrown not to mention the ECM should go dead pedal because the throttle value is out of range.

Now the shutting down issue is another possible electronic problem I would start by testing the alternator for excessive AC noise. If the AC noise is too high it can muddy the tach signal and create all kinds of problems.

I agree with @dripley we need the error codes on this truck grab an OBDII reader and plugin. List the code numbers for us.

The 1693 is just telling you there is code stored in one of the computers and is not needed for diagnosis. The other 2 are no bus messages which is a little over my head. You can look them up in the articles section here. I am having a hard linking them but they are in the articles section, 2nd gen, engine, then OBDII error codes.
