Frozen Throttle Cable

Anyone have issues with this? I for the life of me cant seem to figure out how or where water could be getting inside the cable.  It has been isopropyl dipped and dried, lubed with cable lube and yet it still freezes.  It's not even that old, four or five years at most.  I plow with this truck so moisture is definitely an issue getting into everything it shouldnt but I just can't find the source of water ingress.

 

Anyone have this issue?  Is there a better aftermarket cable to buy?  A modification?
