What do you folks think about statement below for our trucks?   True or false or full of it?

How dead is your ECM?

There's a few different levels of non-functionality

Key on;
stop engine / check engine / engine warning lights come on & go back off (normal)

stop engine / check engine / engine warning lights come on, go off & come back on (active fault)

stop engine / check engine / engine warning lights come on & stay on (ECM locked up)

stop engine / check engine / engine warning lights don't come on at all (ECM not powering up)

Nothing wrong with mine, just trying to learn.  Saw this statement and wondered if true or not.

Seems accurate to me in all the dealings I've had with Cummins, Cat, and Detroit ECM's so far. Have a 1994 Detroit Series 60 in the shop right now with a bad ECM. No CEL on key on, SEL on key on and doesn't cycle off then back on, also ECM not communicating with my laptop with Diagnostic Link. I'm betting there will be deeper issues in the engine once I put a good ECM on since the owner ran 6 cans of starting fluid through it when the engine wouldn't start due to the dead ECM.

Thank you...I'm not filmalier with ecm' or ecu's.  Have been doing a bit of reading and first time I've seen that statement.  Seems like a pretty good guideline, but wasn't sure if guideline or internet folklore.
