Will wheels from a 2011 3500 dually fit on a 1999 3500 dually? 

Cant find anything on the web regarding this. 

I would be going from a 16” wheel to a 17” wheel. 

Yes they will fit, and would allow you to upgrade to third gen brakes if desired
