My steering wheel controls quit working along with the horn and dome light

The steering wheel controls and horn all go thru the clockspring, so that's what I'd look at first. 

 

Are you sure the bulb is good in the dome light?

Yes can power on with power probe

I replaced clockspring twice one aftermarket and one from dealer no change

Have you check the grounds?

 

Those components may have a common ground on the fire wall, or it may be a ground at the ECM.
