Is there a way to check if my fuel tap is working using a volt meter  ? Truck is a 99

I did this but with the key off and it was showing the 12 volts so I’m probably good then. Thanks

Nope...

 

Wire is not attached to the tuner. The wire must be attached to the pump only. There should only be 12V with the key on engine off. 

 

Your most likely seeing the tuner not the VP44 tap.
