1996 dodge 2500, 5.9, 4k gov springs (installed over a year ago), 75 hp over stock injectors, fuel plate, aftermarket air, 4" exhaust 315k miles. according to odometer still had at least 100miles of fuel left in tank, I stopped, shut down engine, went to restart after 5 minutes, no start, sounded like no fuel, tried again, no start, noticed foot pedal would not move, popped hood, attempted to move throttle linkage manually, moved only 1/2" inch (more like slack???) but still would not move more than 1/2" inch... any good suggestions would be apperciated, Dave

Sounds like the shutoff solenoid isn't turning on. http://articles.mopar1973man.com/2nd-generation-12v-dodge-cummins/21-p7100-injection-pump-fuel-shutoff-solenoid It energizes with a relay on the firewall to the left of the brake cylinder. That relay kicks on with the starter and gives the power needed to move the shutoff solenoid. When you let off the starter, the key being on holds the solenoid up with a green wire. What you can do is turn the key on and go out and push the solenoid up, if it holds then it is the red wire and the relating relay that is the culprit.

Either that or the pull up side of the solenoid burned. IF that is the case you need to find out why it burned or you will burn up the next one too. About the only thing that will cause them to burn is a starter solenoid sticking.
