Code p1694 won't go away after I got a new torque converter put in. Lack of power still and have checked all the connection on PCM/ECM grounds ext. could this be a issue between the governor solenoid and the PCM? Running out of ideas. 

Did you try to start the truck before connecting everything? Do anything to the valve body? Clear the codes with a scanner first

Double check the PDC plug that has the bolt in it. Make sure to be very gentle about tightening the bolt it strips out extremely easy.
