I have been getting diesel from my coop and noticed the fuel is clear. What is this? Being in the south I have no experience with winter fuel, is this winter fuel or cheap crap fuel.

I wouldn't be concerned, the color just has to do with who made the fuel. Around here it's mostly yellow, some clear. Greenish in other areas. I don't believe winter fuel has anything to do with it. 

Personally I wish companies would quit messing with the fuel. More the filter it, more they change it, the more I start to wonder what is missing in the fuel.

Yep Then I get it and turn it blue. lol
