Anybody know where I can get a couple cowl plugs...

Not sure what they are called.

You have to pull them to take the push rods out.

The rubber grommet things up under the cowl.

I would give Cummins or CPP a call and check prices.

Find the Part number in the lookup tool

Under exterior panels, under plugs ~ page 888 and above

Wouldn't this be a dodge part?

Yes.  But cpp sells a lot of engines and cummins has the parts as well.

You can try dodge as well.   I bet dodge and cummins come in the highest.  If you want cheap, you could call the local engine builders as most i know seem to have 3rd gen motors being rebuilt or junked from washed cylinders.
