What’s would cause poor low end performance truck needs quarter throttle to start no smoke or cutting out truck has #0 fuel plate could it be the ofv 

Wore out injectors, boost leaks, low compression, something along those lines

Edit, come to think about it, dirty air filter

Also a tick in the fuel tank truck has no blow by and doesent use oil

What's your fuel pressure? 

 

12V Overflow valves are known issues. 

Not sure on fuel pressure but ordered a tork tek ofv 300k on factory one 

You are going to need to know to deal with the Tork Tek overflow valve. Being those are adjustable you can set the pressure to your injection pump by that overflow valve. Yeah, I'd say 300k miles the stock valve is most likely shot.
