New starter contacts. batteries less than a year old. Had load tested. Jumped all cables. Cross over and grounds with jumper cables. To check wires. Any suggestions?  Maybe have starter bench tested 

 

Batteries tested good, all right.   Next, even though you jumped the cables it would be good automotive practice to do a voltage drop test on them.   If the cables pass then remove the starter and bench test it.  In the video he says a drop of up to .5 volts on the positive cable is acceptable but 3% of 12 volts, 0.36v, is better.
