Fuel pressure

I have seen on this site a couple of times where 17# is the ideal fuel pressure. My pump provides 12-13#. Why is 17# better?

I set all my pumps to 18. The fuel is lubricating and cooling the vp44 so the more fuel you can supply to it the better.
