What are these rubber grommets that came with the new Fel-Pro gasket for the tappet cover? Existing bolts only have a sealing washer?

I chalked them up to spare parts. I just put one on from Mahle that came with them. The Felpro I put on 6 or so years did not come with them. I have never seen mine leak from the bolts.
