ECM failure or wiring issue?

Maybe the '99 is different far as the wires in the latch. I read up on it and I know dodge deleted the stupid design belt lock module under the center seat, and stupid belt lock solenoids in 2000 IIRC

I wish I had more information on that stupid module it only ran a few years and that never really made it to the FSM books. Kind of like the fly by wire cruise didn't make the book either. (Lazy Dodge FSM Book writers...)

Well its in my '99 service manuals. but the info isnt the greatest like most the service manual stuff\

Wow way to thread jack over a seat belt light lol.

Found the draw was from me putting the key on power wire to my external voltage regulator was on the wrong fuse after i put the fuse block back in.

Good to hear you found the issue.
