No plastic, I was incredibly mistaken. What I thought was black plastic was the (aluminum?) case. I thought it was a plastic case with an aluminum cover.

 

The grounding all makes sense now, as long as I clean up the case some.

 

My mention of a washer was also a mistake; I "misremembered" there being a fender washer (I removed that ground a few weeks ago to clean it up). Wrong, it's just a really big ring terminal!

I understand. Look for the power distribution center.ground... it's important. looking down in front of the drivers side battery, down on the flat part of the fender (kind of way down in there)  there is indeed a visible grnd. On both my trucks I couldn't find it, thought I was getting misinformed until I moved the wire harness out of the way and there it was. If you neglect anything don't let this one get away..... we had a member lose his PDC which burned up a month ago. It was neglect from a previous owner.

@trreed was certainly on to something.

The plug with the white gizmo was fine, but the other one had a white and black wire that had worn through the insulation and was grounding out to the dipstick. Can't fix today, but wrapped with electrical tape and put wire loom on the dipstick.

Will see tomorrow if it makes a nickle's worth of difference.

That wire seems to be a neutral, so who knows if it was a problem grounding to the dipstick.

CCD network will shut it all down. No way to communicate information. CCD + and CCD - are pairs. Basically, there is a signal ground that is all mirror image. So if one line or the other is grounded or missing then the computer ignore the other signal because its missing the mate and the existing signal is considered all noise.
