I don't belive my wastegate is operating properly and I'm looking at replacing the actuator. Now for the rookie questions. Should I go for the stock replacement rated to 21psi boost or spend the money on an AFE rated to 40 psi? And . How much more boost can the stock motor with 150,000 mi take?

It won't build more boost unless you get a boost fooler on the ecm.  Anything over ~24 psi and the ecm will defuel.

Like @Me78569 said, need a boost fooler and I have one for sale for a 99'. You would also benefit from a boost elbow so you can change when the wastegate will open. As far as the stock motor, 45+ psi and you will start running into the territory of blowing the head gasket without head studs. 150k miles is absolutely nothing, My truck has the notorious 53 block with 355k miles and I push 55-60 PSI 

Get a boost fooler, and a boost elbow and push it up to 33-34 PSI. Anything more than that and the stock HX35 isn't efficient and you run the risk of blowing up the turbo

All good advice above. Mine has 420k and I have been pumping 30 to 33 psi since it had a 100k on it.There are several tuners out there that will boost fool and give a nice bump in power.

I've ran both the Edge Comp and Quadzilla Adrenaline tuners. I would have to say the Edge Comp is the easiest tuner out that that does boost fooling. Where Quadzilla Adrenaline is the most advanced tuner. Not knowing what turbo you have HY35 is rated to about 30-32 PSI because of its 9cm² exhaust housing where the HX35 is a 12cm² exhaust housing and can run as high as 35 PSI without much issue. I've got a HX35/40 hybrid (60/60/12) now and seen as high as 43 PSI with the Quadzilla and +75 HP injectors (7x0.0085). Just about to turn 315k miles.

Gillette diesel has wastegates too, aftermarket adjustable. Just need to know if it's the short or long stlye, mounted to the compressor housing or a bracket off the exhaust housing.

Well back to OP question....how do you know your wastegate isn't functioning properly?  Does it feel low on boost, smokey, etc.
