When I tried to start my truck this morning the WTS was flashing. The truck will crank but will not start. I think it may be the ECM. The fuel pump will not run when i bump the starter, but will work off the battery on a switch. I have checked all relays, fuses and battery connections. There are three codes P0123, P17656, P1694. Does anyone have any ideas what else I can check?

0123-apps code1765- trans 12 supply1694- no bus with companion module

Flashing wait to start isn't a good thing. I would look into the communication error first.

Could an open circuit or bad IAT cause theses symptoms. I it out an cleaned it about a week ago. I check the connector and it is seated properly.

No. IAT sensor will not. Remember I'm running a fooled IAT.

Haven't read about a blinking wts light but I know from experience on my 02 that no wts means the engine ecm is dead and it will not start.

What type of test are you trying to do with a scan tool? 

Mine blinked when I was playing with the grid heater relays.  Maybe one of the wires on yours came loose.  

I have checked the grid heater relays and everything seemed ok. Next issue i checked the voltage at the apps sensor and im seeing 4.76V and it barely changes when i move the throttle. The tag say it should be .513V. Now i now there is no way to adjust it that far. Is there a way to further test the apps?

Ok with the apps sensor disconnected im getting .522V on the same wire i checked earlier and other that a check engine light (due to the disconnected sensor) everything works as it should. I didn't try to start it.

I did the checks for P0123 at http://articles.mopar1973man.com/2nd-generation-24v-dodge-cummins/26-engine-systems/36-apps-sensor-error-codes it is saying to replace apps sensor. So thats what ill do and I'll let you know what happends. Thank you very munch for all help that was given

I wouldn't worry about the APPS sensor if the ECM is still blinking a Wait To Start light. The APPS sensor might still be good but ECM issues might be masking it. (Personal Opinion).

When doing the tests above, with the apps disconnected the wait to start light functioned normal. Is that a good sign or am i just beinghopeful

When my ECM went out, every diagnostic i tried showed the sensor was bad. Every sensor, not just the apps.. A replacement ECM fixed it. With that being said if all seems normal with the appps disconnected it might be the problem. If you are willing to gamble on a $180 part to see versus an $1800 ecm, get a Timbo apps and if it does not cure it you will at least have a better than oem part. Borrowing from Mike a little, this is a personal opinion.

Thanks for the info dripley, all other sensors i have checked pass except the apps. So wishful thinking it is just that.

When I first read this I immediately thought Glow plugs are not getting hot or are no good.

I am wondering if you have checked to see if they are getting power or if they have proper resistance.

Also curious why no one else mentioned this. I know that the Wait to start light comes on while the Glow plugs warm up and then when they are hot it goes out. so would this not be the first thing to check?

Do you mean the grid heater? I have already check the relays and power to them, they checked out.

no the glow plugs in the cylinders. this is what creates heat in the cylinder to cause ignition of the fuel. if there is not enough heat then there is no ignition. the grid heater only heats incoming air not the head.

The cummins engine does NOT use glow plugs.
