Looking for some advice; bad ECM?
You can try this if the ECM isn't turning on the lift pump. https://mopar1973man.com/cummins/articles.html/24-valve-2nd-generation_50/51_engine/59_fuel/asd-controlled-lift-pump-r649/

Nationwide Weather
I think most of the water would run off and not soak into the ground around the trees. I lived in Rhode Island for 20 years, Massachusetts for 1 and New Hampshire for another; it seams like every year was cold and stormy, that's why I moved to So Cal.

Few random questions..
You can contact the dealer parts department. They might be able to get the build data sheet from Chrysler with that info. I did this last week for a 2006 Volvo fuel pump. Doesn't your dad work at a Dodge parts department?

E10 fuel here in the Uk and a new Volvo XC40 hybrid for wife
HAPPY WIFE HAPPY LIFE YA...RIGHT Good luck with the new Volvo Here in California when the temps go up the California Independent System Operator calls for a "FLEX" alert. This is what they want you to do before 9 AM: pre-cool home use major appliances close window coverings charge devices charge electric vehicles During the FLEX alert until 9PM: set AC to 78° or use fans avoid using major appliances turn off all unnecessary lights unplug unused items do not charge electric vehicles When the demand is to great they implement rolling black outs, no power, all though they use the euphemism "brown out". Not enough power for what is here but they keep building houses and apartments that will demand more. let's see what this is like in the next 10 years. On that slippery slope to being a 3ed world country. limited power divided by more demand equals your all electric car becomes a yard ornament.

exhaust brake
I mostly use the exhaust break in 3ed or 4th. I have used it in 2ed once or twice just to see if i could. You a line pressure of 90-100psi to hold convertor locked. You can lock up your torque convertor when exhaust brake comes on using an extra relay to ground the orange/ black wire at PCM B11. You could modify what I did below to accomplish this. https://mopar1973man.com/cummins/articles.html/24-valve-2nd-generation_50/52_transmission-transfer-case/diy-converter-lock-up-with-brake-pedal-release-r536/

WHIRRRR?
On a stock turbo set up the top boost pressure looks a little low; should be 18-20psi. Over 20psi and the ECM defuels the engine unless there is a "boost fooler" installed. Easy to check the turbo for play. Usually a turbos with excessive radial play (side to side) makes noise accelerating when drive pressure is high. Second thought is a bearing in the transmission. When coasting in neutral torque loading on internal parts is reduced.

NO big deal. A few people here run the grid heaters disconnected in the summer or have done this modification. https://mopar1973man.com/cummins/articles.html/24-valve-2nd-generation_50/51_engine/electrical/grid-heater-bypass-simplified-r662/

Keeping camper plugged in
I'm running two 6V 220amp batteries, a 2000watt invertor, a 2200watt generator and these LED lights in the super white 6000-6500K color. They are bright. I need all the light I can get. Last trip was 10 days dry camping with no problems. https://www.amazon.com/dp/B07V8FQMY2/ref=sspa_dk_detail_5?psc=1&pd_rd_i=B07V8FQMY2&pd_rd_w=b5I1t&pf_rd_p=5d846283-ed3e-4512-a744-a30f97c5d738&pd_rd_wg=jtgi4&pf_rd_r=80K77V4BPD69K3G9ED97&pd_rd_r=b49ee4ea-c460-4035-81b4-a51801431efa&spLa=ZW5jcnlwdGVkUXVhbGlmaWVyPUEzMEVPM1I4SDFUNlQxJmVuY3J5cHRlZElkPUEwNzc0MTIzMU1TWlBFQUowRk45WCZlbmNyeXB0ZWRBZElkPUEwMDQyMTE1MTlJRzYwUTVKOFU0UiZ3aWRnZXROYW1lPXNwX2RldGFpbF90aGVtYXRpYyZhY3Rpb249Y2xpY2tSZWRpcmVjdCZkb05vdExvZ0NsaWNrPXRydWU=

I'm Back, Finally! And I have some good questions/ topics
At 800RPM, 0mph live data shows MAP being 14.28PSI 59inhg-29.92inhg = 14.28psi 2.036inhg/1psi It should be closer to 30inhg or 0psi. looks like the MAP sensor is reading high. At 75inhg boost is 22.1psi

Do you cover your camper with a tarp or ready made cover in the winter?
I have a cover for my 27' 5er i bought years ago. I put it on once to protect it from the sun in SO Cal, no snow at my house. PIA to do by myself and I would have to take it off every few months since I use the trailer year round. It's been stored in the garage ever since. If you have someone to help put it on and take it off the job wouldn't be to bad. For snow country how about an open sided pole barn with a 1n12 shed roof. The initial cost would be higher than a tarp/cover. It might be cost effective thou when you add the cost of several covers and trailer roof repair/replacement verse amortizing the cost of the pole barn over the life of the trailer of say 20 years.

Keeping camper plugged in
Not everyone can store their RV where they can plug the 12V converter in to a 110V outlet. Not everyone who does will diligently check the electrolytes monthly.

Keeping camper plugged in
Best to disconnect battery from camper because of parasitic loads drawing them down and causing sulfation. A battery tender should be used for storage to keep the charge up. If where you live gets really cold it is recommended to remove the batteries and store them inside.

How much to flush a 50 hp Honda outboard cooling system
What kind of engine? Sounds like he got hosed. Five hours labor, $1000 for a boat motor flush, that's a heart attack.
