Spare tire bumper mounted carrier
I'm still debating this idea, may just make a jig to hold the tire upright inside of box by wheel well or something. When truck is in garage, it will be impossible to get in the back like I can now. I have enough room to drop tailgate and another foot for me, with a swing mount I'll have to open garage door.

24 v care and feeding
If you're filling with bio 5% or more, no need for 2 cycle oil. If i know I'm going to drive a lot ,I'll fill with bio, but if the truck is going to sit for an unknown period of time then I fill with regular diesel and add 2-cycle. Bio has extra moisture in it, if used continously then shouldn't be any problems. You definitely don't want to fill with bio and let your truck sit for a year.

Was that from barking the turbo, or was it on its last leg somehow. Wonder if billet wheels do that also.

2000rpm max and no codes.
You need to do it after you drive it so grid heaters aren't cycling, or unhook them from battery. Even if truck is warm they will still be cycling, so best way is to drive it above 25mph I believe and come back without shutting the truck off, turn all accessories of and try it again. Then you can try turning electrical things on and see how high you can get it to come up. If you rev motor up it should also go up some. Write it all down then report your findings. Also do WT ground mod if you haven't yet.

No fuel pressure but Fass pump is working.
It should start and run without lift pump, as long as there isn't much load on the engine. I would not drive it anywhere without the lift pump, but I would not be scared trying to start it. On the other thought, Fass has gear rotor and I'm unsure if vp we'll be able to suck fuel through it. It kind of does point to the ECM

Technically we don't need a permit to carry in a first place, open or concealed. Our Constitution allows us to do that in a first place. More power to you if you open carry, most people chose not to for a simple reason, not to be harassed by those with costumes and a badge.

Machine shop
It'll take more than a cnc machine. I'm sure you can surface the head with it but there are tricks on how to do it right. I watched mine getting surfaced and it was on some pins that were adjustable and the cutter spun in circles. Once they get it close, they set it at very low depth just to see if it's square, then if it looks good they make one pass at few thousands. Usually they take as little as possible off, that way you can resurface it more than once. Then you got to do do a valve job and it's a job on its own. Before you do anything it's best to pressure test and mag it for cracks. Some cracks are ok. I would ask them if they ever done Cummins heads and know exactly what they need. Like I asked my guy why didn't he popped all frost plugs out when they cleaned it and I guess they better left alone if there is no problem with them. He said they had problems of them blowing out on few ocasions and that they are stainless steel and really not need messed with. They inspect it after washing it to make sure it's clean. I'm sure there will be different opinions on all of this, just make sure they work on diesel stuff on regular basis. So you're not going to be a guinea pig, we're used to the chicken thing already. Edit Forgot to mention, flush your coolant with all that bars leaks stuff you got in there before you pull the head. Drain as much as possible out so nothing rusts with water sitting in there and non of it will go in cylinders when you take the head off. Little bit still does, just wipe it off. And I wouldn't change oil before hand, do the things then once you get it running, take it for a spin and if everything looks good change it then.

I carefully listened when you were experimenting with coding qwad and messing with pop, my outcome is great so far, thanks to you. That is of course if my 7x10 were truly popped to 320, I have no way of knowing, but the way they idle and have power when I need it seem to fit the description of what I hoped for. I only have about 5 thousand miles on them now and if had to guess, they probably already settled to 310 and hope they stay there for at least 100k

Bigger picture is, it doesn't matter for the most part. Not many get it ether. There is a saying "highway to hell" and another one is "stair way to haven" You get the idea. Ok "enough is enough"

If you're getting fuel out of the lines, tighten them up and try unplugging relay for your lift pump, see if it helps to start. Maybe it's over pressurizing it on startup a little and being you only have few lines primed it may help.

Sometimes it just takes a bit to get it to fire up, especially after 8 years. Maby try a few more times before you pull it out. If you're getting fuel out of 3 lines that should be enough to start it. Not sure what lift pump you got but try bumping a key and priming it as much as you can, then close lines that have fuel coming out by injectors and it should fire up with good batteries.

Are they vco or sac, at 100k they will definitely be low on pop especially if you didn’t ask dap to set them higher from the start. If it was me I would repoop them to 320 and make sure flow is still good. I was very surprised when I put it in my 7x10 vco 320 bar in, smooth idle and no smoke at all. I just wish they wouldn't settle that fast.

I think you can use whatever solvent you want, just make sure you flush it out good with diesel fuel later before you run it through rest of the system.
