2nd Gen Cummins ECM bad? swap
If it was me I'd swap it and see what happens but you need to figure out what fried the other is ecm. More than likely excessive AC noise from the alternator, if your truck can still start and run on the current setup I would make sure the alternator is in good shape before hooking up different ECM. If your lift pump is not coming on you may have to temporarily hot wire it so you don't fry your VP. And just in case wait for more responses

How many KMS/MILES you got
160ml/257km on the clock, average mpg is 17mpg. And somehow when doing my head gasket half of my valve guides were wore at that low of mileage . Your MPG seems high for me, I'm jealous. My best ever is 21mpg and that's all hwy empty with topper on and about 60 mph. I do drive a 5 speed 2.3l Honda Accord to work that gets solid 34mpg about150ml round trip and save half on fuel. By my calculations even with some time off and holidays, I'll drive to work about 230 times a year, and at the current gas prices it cost me about $10 to get to work in my car and $20 in my truck. So saving 2,300 bucks a year is pretty good in my book. I know some will argue that they can't afford the second vehicle, but I only paid $1500 for my Honda and if I can save $2300 that's no brainer to me. Keeps more money in my pocket to put towards the truck I know I got off a subject a little bit, my bad.

Help stuck, failed steering gear and power steering pump
Well that sucks, sorry to hear that. Are you positive it's the engine and not ps or vac pump making it sound that way. Sometimes noises can travel and make things sound for what they are not. Maybe take serpentine belt off and start that again just to eliminate other things that spin. Do you think the debris from vacuum pump went through the engine and took a main bearing out. I kind of find it hard to believe, all that junk will have to go through oil filter first. Idk just thinking out loud here.

Wow it's amazing how it just sheared like that like someone cut it, I bet you're right rubber is for absorbing pressure pulses like snubber on fuel guage. Maybe use cut off disk and go slow to cut it.

vac pump oil line leak
Looks to me like an oring on one side and jic on the other. Make sure it's not cross threaded or something like that and both metal surfaces make contact, so once tight you shouldn't be able to wiggle metal line. Could be something wrong with mating surface too, they sell copper washers that are deformed to fit in jic to help it seal.

By looking at your map connection I wouldn't be surprised if you have other bad connections. I'd keep checking them all before I would do anything else- Who's got springs like these?

Unplug apps and see if it will idle normal, ecm controls idle, if it will go up it's ecm if not maybe something wrong with apps, ditch the factory style and get a timbo, no more problems.- Did my VP go too?
It may be your vp, you did mention shitty fuel mileage. It's usually a sign of weak vp, honestly I think mine is heading there too, I just can't seem to get 20 mpg unless it's all hwy going about 60mph. Average is like 16 and that's being nice. I did have white smoke the other day getting off hwy coming to stop sign in reved it up just before taking off again and big cloud of white smoke passed me, never seen that before and it never did it again.- Where did you mount your Fass Relay?-(wire harness)
