For the cost of any of those pumps you would be money ahead to ppump swap it. Mikes or a Schied lightning would be my only go to's for a modified vp. I would need to see your turbocharger rules. An s400 frame charger is what you would likely need to be competitive around here. A vp however would not even begin to do well. But I am not familiar with how serious they are out there.

Please tell me you bought the 1.15 and not the 1.10....

Headlight upgrades
The kits refer to left or right hand drive iirc. You want a left hand kit.

Am I filtering fuel enough?
I know of far more stock trucks running around with the factory original parts than I do of modified.

Valve Cover Gasket Leak
That may have been part of your issue. You should have torqued the studs right to 125. At any rate...head has to come off.

Am I filtering fuel enough?
This is the beauty of opinions. I want both of you to consider how many of these trucks were built and still on the road with only the factory style filter. Across all the year ranges not only 2nd gens. If the factory filter was so bad we would see much more injector failures, pump failures as well as eroded fuel lines from pumping debris. It simply is not the case. For circumstances you drive @JAG1 as well as @Mopar1973Man I agree better filtration is something to consider. For joe schmoe pavement queens (me ) it is a waste with very little benefit. So I will stand by my statement that the factory filtration is more than sufficient for the general population. I am by no means attempting discouraging others. If you want better filtration seek it out by all means.

Valve Cover Gasket Leak
Your phone ripped the quailty making it hard to see exactly what is leaking. Yes people have blown head gaskets with studs. How were the studs installed? One at a time or with a new gasket? Was it you or a shop that installed them? There is an oil galley right where that leak is at iirc. Or it is a drain. I will look at mine this weekend when I pull the head.

Honestly the stock filter is enough for the general population.

Headlight upgrades
I built my own as I wanted a simple set with no frills. They are extremely easy to do as well as setup. On cf you were likely told no pnp lights, if they said no hids period shame on them. Also on the smoked lens deal....you want more light output, not reduced. The smoked lenses do just that. A clear lens is what you are after. Mikes lights were a complete drop in and go. Make the harness connections and that would be it. The components are not inexpensive, https://www.theretrofitsource.com is where I got the projectors. You can check cost there if you'd like.

Your set does not have enough a$$ to turn the rpm you want. Turbo is much too small.

2nd Gen ECM reman from Cummins (price)
98.5-02 ECM are ALL compatible. It is the software flash that is not. MOPAR superseded all of the part numbers to one. I know you contacted Cummins.

@Me78569 said we are all getting together somewhere in Iowa. Eventually. I'll bring some parts from it lmao

I price shop like a mofo. I would not buy anything from ebay tho unless you know the seller. Chinese knock offs 98% of the time. Imagine if our trucks got near each other.....

Leaky brake banjo's
Got my hopes up there for a min as well LOL

Leaky brake banjo's
They are? I have never seen a flare fitting used on the front calipers of these. @dave110 take a hammer and smack the banjo bolt. Snug again with wrench or socket.

OBD diagnostics
Pcm connector C3 is the one closest to the right fender when looking at the pcm. Look at the diagram.....pin 14 and pin 29 are connected. Pin 7 and 27.
-
OBD diagnostics
Both, it is a generic diagnostic. You are still measuring high resistance in that circuit. 1 on a low scale of a boat load of different dmm's signifies the circuit is open. It is pin 36 or 38. That diagram is fuzzy af. Pin 38, confirmed on my OEM diagram here at work. It still does not change the fact you have high resistance between the pcm and the obd connector.
-
OBD diagnostics
You answered my question about me missing something. That diagram shows pin 7 goes to pin 27 on the pcm c3 and pin 36 of the ecm. As well as the diagnostic is not specific about pinouts. Pin 29 at the pcm goes to pin 14 of the dlc. Has diesel labeled on the circuits. This picture will show you what I mean. The pins are the same number but different wire colors. These old diagrams suck.

What transmission?

lights flickering, gauges going screwy and engine running rough at idle?
You need a scan tool to monitor what the pcm is seeing for voltage.
